It's a satire of John Solomon, so yes, it does sound very, very similar to Your Webcomic is Bad and You Should Feel Bad.

I'll freely admit that I was wrong, and I'm sorry that I jumped the gun on you (but there is a crap-load of stuff out there that is written like this and is intended to be absolutely serious).
I was completely wrong with my racism remarks, so feel free to administer a kick in the pants or two. 
I don't completely concede all of my points, though. When it comes to the term 'transsexual' I've only ever seen it used with the latter definition you've provided, which fit with neither character (Mike's transformation is only an illusion, and he is still technically male). Of course, with the former definition, Natani would indeed be considered a 'transsexual'. 
I still disagree on the reason for the style of the comic. I don't think he draws in an Asian style because he's Asian, just that he like the style. I know tons of people who like to draw in an Asian style and aren't Asian. In the end, of course, neither of us knows, because neither of us is Tom.
I can't say I see how the comic reinforces stereotypes, though. The closest it would come is your Basitin-Japanese analogy, but it's not like that kind of society hasn't existed all throughout history (the only difference in some cases being that the Basitins live on an island). And the link between Keidrans and African slaves has little basis.
